女性の低所得なぜ? 多い非正規雇用、勤続支援充実を

Frequent atypical employment leads to female’s low income and enhancement of continuous service support is appealed

 

働いているのに十分な収入が得られない「ワーキングプア」の問題は、特に女性で深刻です。母子家庭の平均年収は237万円(2007年、厚生労働省国民生活基礎調査)で、全世帯平均の567万円の半分にもなりません。先月末には、女性の貧困の解決を目指す新団体「女性と貧困ネットワーク」が設立されました。

 

The social issue related to “working poor”, who cannot earn subsequent income although is working, is especially critical to females. On average, a mother-and-child family makes 2.37 million Yen per year (2007, Comprehensive Survey of Living Conditions by Ministry of Health, Labour and Welfare life), which is not even reaching 5.67 million Yen in regard to all the households. Until the end of last month, a new group “Network of female and poverty” which aims to heal the poverty of females was established.

 

女性の収入が低く、男女間の賃金格差が生まれる要因として、非正規雇用が多いことが挙げられます。中でも、賃金水準が低いパート・アルバイトに、働く女性の4割が集まっています。

 

Massive atypical employment can be raised as a factor which leads to the low income of females and the wage difference between males and females. Above all, up to 40% of the low income part time jobs are occupied by female workers.

 

女性の管理職登用が少ないのも一因です。係長級は、ようやく1割を超えたものの、部長級はわずか2%。昔からの慣行に加え、結婚、出産で退職する女性が多いことなどを理由に、昇進に前向きでない企業が少なくないことが背景にあると見られます。

 

The absence of females appointed to management positions is also a factor. Although the percentage of females working in Kakarichõ[1] position barely overtook 10%, the figure for Buchõ[2] position was only 2%. In addition to the custom from way back, it’s often found as a background factor that reasons such as females are more exposed to resignation due to marriage and maternity are used by many enterprises which are reluctant with regard to promotion.
