Japanese Politicians still struggle with wartime past

It’s been a bad month for Japanese conservative politicians who can’t seem to resist the temptation to rewrite history and make provocative(挑衅的,煽动性的 )gestures while shifting and minimizing war responsibility.

对那些不停修改历史和做出挑衅动作来转移和减少战争责任的日本保守党政客来说,这真是糟糕透顶的一个月!

Yoshihide Suga, Prime Minister Shinzo Abe’s overworked(工作过度的) spokesman, has been in damage control mode, issuing numerous denials while restating(重申) and reinterpreting(重新解释) controversial (引起争议的)statements.

菅义伟,首相安倍晋三的发言人,忙得焦头烂额。一直在收拾烂摊子的他,一直在发布很多否认说法同时又要重新陈述与重新解释一些有争论的言论。

Abe is feeling confident as polls(投票,民意调查) show strong public support, mostly because he has ignited(燃烧;激起 )the stock market with massive quantitative easing. Now he is showing his true ideological(意识形态的) colors(立场,观点) and galvanizing(使震惊 )his base by recanting(放弃;撤销) on apologies and war guilt. But can his slick(聪明的) PR machine repair the damage inflicted使吃苦头 on Japan’s reputation and credibility?

民意调查显示了强有力的公众支持使得安倍信心满满,但这很大程度上是因为他采用了量化宽松的政策使得股票市场重获生机。现在他正赤裸裸地展示他的意识形态立场,同时使群众大为吃惊的是,他不承认战后道歉以及战争过失。那么,他那个精明的策划班子能否挽救安倍的行为对日本的名誉和信用造成的伤害呢?

History matters because Japan has made it into an issue that further antagonizes (使对立,使生气)China and South Korea at a time when Japan would like their cooperation in dealing with the North Korean threat.  Trampling(践踏,摧残) on the neighbors’ sensitivities about their shared past also limits room for managing territorial disputes involving both countries or making headway on a range of other pressing issues.

历史当然很重要。在日本亟需中韩合作以处理朝鲜危机之际,日本正是因为历史与中韩的关系进一步僵化。日本丝毫不顾及邻居对共同过去的敏感神经,也同样使得处理国与国之间纠纷以及在其他很多紧急问题上很难取得进展。

War responsibility also matters because conservative loudmouths(说话喋喋不休的人) tarnish(玷污,败坏) the national reputation by backtracking(出尔反尔) on previous apologies and muddying( 使浑浊)the waters on what exactly Japan acknowledges about its wartime excesses(放肆行动).

战争责任同样重要。因为保守党里一些喋喋不休的人总是会不承认过去的道歉或者对日本曾明确承认的战时暴行含糊其词。

The U.S. Congressional Research Service recently criticized Abe-history for roiling(激怒,使不安) regional relations in ways detrimental(有害的,不利的) to American interests. Ironically, Abe promised to improve relations with Washington during last year’s lower house election campaign, but just as in 2007 when he quibbled(斤斤计较) about the extent(程度,范围 )of coercion (强迫,威胁,高压政治)used in recruiting so-called “comfort women”, he is undermining bilateral(双边的) ties. Given heightened regional tensions, it seems absurd that Abe and other conservatives are seeking dignity in denial and implying that Japanese aggression was justifiable(可在法庭裁决的)and not a colossal( 巨大的)catastrophe.

美国国会研究所近日谴责安倍通过损害美国利益来影响局部地区关系的做法。讽刺的是,安倍在去年的下议院竞选活动中曾承诺要改善与华盛顿的关系。但是正如他2007年时在征召“慰安妇”的强制性问题上斤斤计较一样,他不过是在一点点地侵损双边关系。从日益紧张的地区局势来看,安倍及其保守党人坚持从否认罪行以及暗示日本侵略的合法以及侵略并未造成巨大灾难中寻找尊严的做法真是荒唐
