Thousands took to the streets in the city of Maoming on Sunday to oppose construction of a factory that would produce paraxylene, or PX, a potentially hazardous chemical used to make polyester clothes and plastic bottles. Cities across China have seen anti-PX protests since 2007, part of the public's rising discontent with hazards from choking smog to undrinkable water to contaminated soil. The government says that it shares this concern, but its response to the Maoming protesters suggests otherwise.

Late Sunday night, Chinese social media users began circulating photographs of protesters lying beaten and bloodied in the street, along with claims that as many as 20 were killed. Local officials insist no one died and that police used force only after protesters threw stones and bottles. Meanwhile, online censors deleted photos of the scene and banned searches for "Maoming" and "PX." Local newspapers were instructed not to cover the story and schools tried to force students to stay inside.

By Tuesday, protests spread to the provincial capital of Guangzhou, where hundreds marched and some delivered official petitions about the brutality in Maoming. Protest leaders report that Guangzhou police made nine arrests.

As word has spread about the Maoming crackdown, officials have changed their tune. "We will definitely listen to public opinion via various channels before making a decision" on the plant, said an official statement from the local government Tuesday, and "if a majority of residents object, we will not make a decision contrary to public opinion."
