Structured English Immersion is the best approach for ELL students.

Proponents of the immersion/fast transition approach believe that English ought to be introduced as early and as intensively as possible; they argue that valuable learning time is lost if students are taught in their native language. Advocates cite the successes of the Canadian Immersion program as evidence that language immersion works (Baker, 1998). In an article for educational administrators, Kevin Clark claims: “These programs have the potential to accelerate ELLs’ English language development and linguistic preparation for grade-level academic content” (2009, p. 4 2 ). Many schools today follow this line of thinking and offer Structured English Immersion or S EI . There are different perspectives on SEI, but usually it is defined as having two basic features: (1) teachers use English as much as possible in instruction, and (2) the level of the students’ abilities in the class determines how teachers use and teach English: English use and teaching must be appropriate for student abilities (Ramirez, Yuen, & Ramey, 1991). There are at least three reasons why schools adopt this approach (Clark, 2009):

1. Some states have mandated this immersion by law and have limited the amount of teaching that can be done in the child’s native language.

2. The accountability tests that all school districts in the United States must administer are in English. Schools where students don’t score well on these tests face penalties, so getting the test takers to achieve English proficiency as fast as possible benefits the schools.

3. Schools are concerned that ELL students who do not get intensive and continuing English instruction may learn adequate conversational English but never develop the academic English needed for achievement in secondary schools and beyond.

Immersion in a language is the best way to learn a new language and is the basis for many language-learning programs around the world (Clark, 2009).
